Illinois Shines in Community Power Scorecard While Most States Lag Behind
As communities across the United States strive to improve their community power initiatives, a recent study by the Institute of Local Self-Reliance (ILSR) reveals that many states have significant room for growth. The Community Power Scorecard assessed states based on a variety of policies related to renewable energy, net metering, community solar, and more, with each state receiving a score out of 87 points.
The state of Illinois emerged as a standout performer in the 2025 scorecard, securing a commendable B grade. Illinois’ success can be attributed to its commitment to making solar energy more accessible through programs like Illinois Solar for All. Notably, Illinois scored high marks for its net metering and community solar policies, earning a total of 66 points.
John Farrell, co-director of ILSR, emphasized that Illinois has excelled in creating an environment conducive to widespread ownership and development of clean energy at the local level. He praised the state for its comprehensive policies that support clean energy initiatives and empower communities to embrace renewable resources.
Despite Illinois’ success, the majority of states in the U.S. fell short in the evaluation, with 13 states receiving average grades (C), and the remaining 37 states receiving lower grades (D and F). Alabama and South Dakota ranked at the bottom of the list, with only 3% and 5% scores, respectively. Missouri, while showing improvement, received a lower score compared to the previous year.
It is important to note that the scores reflect written policies rather than implemented initiatives, which may explain discrepancies between scores and actual efforts towards community energy. This highlights the need for states to prioritize the implementation of policies that promote equitable, resilient, and affordable energy solutions.

Additionally, concerns linger regarding the allocation of funds for clean energy projects, particularly in light of the Inflation Reduction Act.
